Spain: how to make the new State Housing Plan work

CONCOVI amends the legislation that will define housing policy in the next 3 years

May has been rather productive in terms of Spanish housing policy. The Ministry of Development presented to the Sectorial Conference on Housing, Urbanism and Land the draft of the Royal Decree 2018-2021 its Plan for Housing that regulates and promotes home rental and renovation.

As foreseen for the Autonomous Communities, the General Director of Architecture, Housing and Land sent the text to the real estate sector, including the Confederation of Housing Cooperatives of Spain (CONCOVI) asking for their  suggestions.

CONCOVI i n collaboration with all Spanish Federations is going to respond to the Ministry Consultation within the deadline. Since the announcement of the enactment of the Royal Decree that establishes the State Housing Plan 2018-2021, CONCOVI analyzed in detail its content, while arranging a number of meetings with the people reponsible in the Ministry to make them aware of the 12 CONCOVI proposals. Some of them have already been taken into consideration into the draft:

  • Incorporation of the Social Economy  Associations as collaborators of the Plan and beneficiaries of state aid
  • Development of specific types of rental housing stock
  • Use of public land plots  to build cooperative rental housing

At the meeting with the General Director, it was suggested that accessibility, renting for the youth and the elderly should be given high priority. Use of alternative energy sources should be promoted and cession of use should be deeply studied.

In short, CONCOVI believes that it is a matter of consensually improving the new 2018-2021 House State Plan in order to serve in a better way citizens through affordable rental housing and refurbishments.
