EU Legal framework and housing
Today, in an integrated economy, housing market stability is of crucial importance for sustainable growth as the recent sub-prime crisis has shown. Our members, being not-for profit providers, contribute to economic and social stability for the long term through the services they deliver.
Public procurement
Clarification and adaptation of public procurement rules are necessary to increase flexibility of local providers to answer society needs.
PPPs
Public Private Partnership could potentially lead to positive external effects for social housing, providing a proper balance between social responsibility and the need for private partners to see a return on their investment.
Concessions
State aid
The objective of State aid control is, as laid down in the founding Treaties of the European Communities, to ensure that government interventions do not distort competition and trade inside the EU. For us to deliver sustainable neighbourhoods, a long-term perspective and local development strategies designed together with residents is needed. To be compatible with EU competition and internal market rules, we then require recognition of our wide role.
