Housing Europe starts working on a new EU-funded project that aims at decreasing energy poverty levels

Get to know POWERPOOR, the initiative empowering energy poor citizens through Joint Energy Initiatives

In the next 3 years, the POWERPOOR project, funded by EU's programme Horizon 2020, will work on helping households that are having a hard time paying to warm up or cool off their homes.

The POWERPOOR project that officially started this September is not just a one-off action, but a long-term plan on lowering the levels of energy poverty in the EU. Housing Europe and another 13 partners from all across Europe will focus on improving the daily lives of citizens in Bulgaria, Croatia, Estonia, Greece, Hungary, Latvia, Portugal and Spain - the 8 countries that are most heavily-impacted by fuel poverty according to OpenExp ‘European Energy Poverty Index’ and EU Energy Poverty statistics.

In POWERPOOR, we refer to energy-poor citizens when people have difficulties in keeping their homes adequately warm during winter or comfortable enough during summer, may live in poor-quality dwellings and may delay paying energy bills.

What do we aim at?

  • Engage with energy-poor citizens and groups

  • Increase the overall uptake of energy efficiency measures and joint energy initiatives to reduce energy poverty, through the use of ICT and other tools

  • Build a network of Energy Supporters and Energy Community Mentors that will support energy-poor citizens

  • Design and implement energy-poor support programmes to alleviate energy poverty

  • Replicate the energy-poor support programmes

  • Develop policy recommendations for mitigating energy poverty

Housing Europe will be in charge of the communication of the initiative and provide EU policy recommendations so that policymakers at all governance levels can learn from the project. Our member, EKÜL (The Estonian Union of Co-operative Housing Associations) will be providing support at national level.
