Dutch social housing stock CO2 neutral in 2050

On the short term, the sector wants to attain an average energy label B for the total stock of social dwellings by 2021. This calls for an acceleration of investment in solar panels, insulation and heating network connections.

In the long run, by 2050, housing corporations will ensure that all their homes are CO2 neutral.

Concretely, the following goals and activities have been agreed:

• Each social housing provider will have a roadmap in 2018 with plans how to reach a CO2-neutral stock in 2050. It can achieve this end goal through different scenarios, depending on local possibilities and agreements. Due to these sustainability investments, affordability can be improved - meaning decreasing or at least equal housing costs, including energy costs. These scenarios will also be reflected in the agreement that is made with municipalities on the energy transition of each district.
• Housing corporations will accelerate measures to reach an average label B in the total stock at sector level in 2021. This efforts means an additional saving of 5 petajoules. Investments in solar panels, heat connections and housing insulation are accelerated to achieve its share of the goals in the national Energy-agreement.
• Housing corporations will work with municipalities to develop regional energy strategies.
• Other parties (in the commercial rental and home-ownership sectors) are also being encouraged to achieve the same level of energy savings.
• A national monitor will make the energy savings (performance) of all homes insightful. Since 2010 the social housing sector monitors energy improvements in the social housing stock.
