Bypassing public procurement obstacles

A brief report of the latest USH conference.

After the EU public procurement revision, a one-day conference on the issue of Public- Public cooperation was organised by Union Sociale pour l’ Habitat (USH) in Paris in collaboration with the French social housing federations (ESH- Offices publics de l’Habitat et les Coopératives Hlm).

More than 150 participants from local social housing providers examined new possibilites to collaborate, also with other contracting authorities, outside the scope of public procurement rules.

The national transposition of the EU Directive has finished in time.

It was crucial for USH members to acknowledge the legal framework for in-house provision of services and/or horizontal cooperation (i.e.by contract), to continue their collaboration in legal certainty but also, based on local examples, to explore the new options that may be offered.
