The Recovery and Resilience Facility (RRF) is a key EU initiative providing funding to Member States for reforms and investments aimed at fostering sustainable, resilient economies, while addressing country-specific challenges.
This new report from Housing Europe builds on Housing Europe’s 2021 paper on the Impact of the Recovery Plans on the Social and Affordable Housing Sector1 and digs deeper into how challenging the implementationof the RECOVERY AND RESILIENCE FACILITY proved to be for public, cooperative, and social housing providers. The report also provides some successful project examples showing what is possible with the support of EU funding. Finally, the report draws conclusions about how a potential future Recovery and Resilience Facility (RRF) should be adapted to the sector’s needs.
These recommendations include:
- improving the eligibility criteria for the public, cooperative, and social housing sector
- clarifying and simplifying rules and procedures under the RRF while enabling for more flexibility (for example, in case of implementation delays) better partnership and coordination with local actors
- better financing for the renovation and
- construction of new dwellings by the public,
- cooperative, and social housing sector
- linking the funding to proven needs
