Energy communities have the potential to tackle energy poverty while giving people a greater role in Europe’s energy transition, but their benefits are still not equally accessible.
The SOCIALNRG EU Policy Brief highlights the financial, administrative and informational barriers that can prevent vulnerable households from participating in community energy initiatives. It calls for stronger support to ensure inclusion is built into energy community models from the start.
Recommendations include dedicated funding for initiatives involving vulnerable households, simpler participation mechanisms, stronger capacity building and better use of instruments such as the Social Climate Fund.
The brief also underlines the importance of trusted intermediaries, including social housing providers, municipalities, social services and NGOs, which can connect residents with available opportunities and support.
Energy communities should deliver not only renewable energy and savings, but also affordability, empowerment, resilience and meaningful participation in Europe’s energy transition.
