Housing Europe’s Communications Director, Diana Yordanova, met citizens facing housing difficulties during an EU Local Dialogue in Luxembourg, organised by the PES Group in the European Committee of the Regions. Drawing on Housing Europe’s State of Housing in Europe 2025, she highlighted that around 6,000 households in Luxembourg are currently on the waiting list for social housing, almost double the number recorded in 2021.

The discussion addressed the country’s severe housing undersupply, driven by rapid population growth, rising land prices and growing pressure on renters and young people seeking affordable housing. The country’s landownership structure is unequal, with high levels of ownership, low property taxation, and limited intervention from the state. As a result, many citizens are crossing the border to find more affordable homes in Belgium or France, adding extra pressure to other Member States. 

Diana underlined the role of local housing providers and social housing actors, including Housing Europe members and partners Fonds du Logement, SNHBM and Fondation pour l’Accès au Logement, which are working on the front line to deliver affordable homes against the odds. The event also featured a keynote address by former European Commissioner and current President of the Foundation for European Progressive Studies (FEPS), Nicolas Schmit, whose work helped place affordable housing and homelessness higher on the European agenda.
