Housing Europe’s 3rd Leaders’ Summit, hosted by the Italian federation of public housing providers, Federcasa in Milan, brought together leaders of the members of our network at a pivotal moment for EU housing policy.
The discussions focused on how the sector can address Europe’s growing challenges while seizing opportunities in a rapidly changing policy landscape.
A clear message emerged: the lack of affordable housing is driving shortages of key workers across Europe, undermining productivity and competitiveness. Decent housing is not just a social necessity—it is the foundation for healthy, innovative, and productive societies.
Directors of public, cooperative, and social housing federations across Europe stressed housing’s central role in addressing multiple crises, including the cost of living, energy transition, employment, health, and inclusion. The sector continues to lead with a people-first approach to the energy transition, offering a sustainable alternative to policies focused solely on energy efficiency that risk excluding communities.
With a strong regulatory framework in place, social and affordable housing can de-risk public and private investments at both the national and European levels. To do this, Housing Europe is urging to be included in the announced consultation to harness national insights and drive increased investments for a more strategic, results-driven way of delivering more affordable and greener homes.
